Photoshop Express offers many of the same features as Lightroom, including monitor, contrast, and color editing options, but it does drop some pro-tools and cloud syncing and most notably, reduces the cost for subscription. You will have a good range of filters and overlay effects as well as tools to create fun collages of your pictures. You will have this a perfect way to render your own pictures the best they can. 

It isn’t quite as free as other choices on this page for crazy imagination, but it’s decent editing software that you can hardly complain about
